Who Makes The Smart Car?

I see many Smart Cars in San Miguel de Allende in Mexico. Some have a Mercedes emblem and some do not. It has puzzled me.

What gas mileage does this car have
and how often does battery have to be charged?
What are other working parts like in durability?

Smart cars are build in France (hambach, Moselle) in a very modern plant.
