Summary: New, cleaner diesel fuel now being phased in likely will mean New Yorkers and drivers in four other states will have access again to a wide variety of new diesel-powered cars and small trucks beginning in less than two years.

The new fuel also raises anew the possibility of combining the fuel-saving benefits of diesels and hybrid electric technology into one vehicle. Three such experimental models produced by Detroit carmakers during the Clinton adminstration were capable of getting 90 mpg, with the help of lightweight materials, according to their designers.
