Thanks for the balanced article which shows the military is far from being wasteful and inflexible, as they are often stereotyped to be. The military needs to be adaptable, and they have been developing fuel-saving programs like this for years, partly because huge fuel storage areas and transport are such targets. Even earlier than this, vast parts of military ranges have effectively served as wildlife refuges, including homes for endangered species — firing ranges need considerable buffer spaces, and a bombing range (which is used rarely) is far kinder to greenspace and most animals and plants than a housing project or a shopping center. I don’t think the military’s openness to environmental advancement is so surprising.
