The UK takes the threat of greenhouse-gas induced climate change seriously. Plenty of state and local jurisdictions across the US express concern over global warming, too. Should they charge registration and parking fees based on emissions? Such systems would certainly help educate consumers about externalities—those invisible costs of hydrocarbon use that don’t accrue directly to the gas bill.
