Toronto proposing to convert several hybrids to plug-in

Toronto's mayor has announced a program to convert a limitted number of hybrids, adding batteries and making them plug-in type hybrids. Still some reliance on gas, but much less. If you google "Toronto hybrid" you can see what's currently in the news.
