"Winter Formula" Gasoline, when?

Hey guys, thought you may help,

Knowing that the Winter Gasoline mix is less volatale and gives you less mileage, do you know when the gas companies change their mix over? That way, I can put one last final tank of the high-mileage summer stuff in my car before I have to fill with that low-mileage winter stuff.

In most states, it is November 1. Check DOE's site to be sure.

Last year, EPA relaxed the rules when refinery operations were messed up by Katrina. I don't know whether they will enforce the dates this year (or what disasters loom on the horizon).
