UK Civic v US Civic Hybrid?

My brother lives in England and I notice that the Toyota Prius just got European Car of the Year.
Now - remember that the UK gallon is 10% bigger than the US gallon.- but adjusting for all that the regular UK Civic (non-hybrid) is rated at : 42 / 58 mpg urban/extra urban and
the US Hybrid is 46 / 51 mpg for the manual transmission (both cars).
I compared the European emissions control to the US ULEV. Toyota rave about their Prius only having 105g/km emissions - but the UK Civic only has 115g/km (non-hybrid!).
Something does not jive here - but I've not been able to find out exactly what! Take your pick - is the way urban/non urban tested really 40% more lenient than US city/highway?
The Toyota Prius has about the same #'s both sides of the pond - 61mpg.
Anyone have any clues here how to compare apples to oranges - or cars to cars?!?

I think I have solved my own question here!
I was missing something - the UK Civic has the IMA in it! So its cutting off fuel to 3 cylinders when its not needing them. Then the only difference is the electric motor in the US and Japanese Hybrids.
The Japanese Civic Hybrid gets 29.5km /l http://www.honda.co.jp/auto-lineup/civic-hybrid/environment/performance.html
UK one uses 6l for 100km - so that is 16.6k/l urban and 4.3l /100km which is - 23.25km / l - so this is making more sense now!
That means the UK Civic is one nice little vehicle - but obviously having the electric motor in it as well would make it better yet!

There is an article you may find interesting from Green Car Congress that compares four different types of Honda Civics: hybrid, diessel, CNG (natural gas), and gasoline. The diesel is available only in the UK.

I'm not sure if these address the "UK Civic" issue, other than related to the UK diesel in the first article. But it does give a comparison of the hybrid to other Civic offerings which are available here and elsewhere.
