State Incentives for Hybrid Ownership

I live in Massachusetts and recently purchased a Toyota HH. I see under the incentives and laws section of this website that Massachusetts offers a number of benefits for hybrid owners. When I contacted the Mass Registry of Motor Vehicles to learn how I go about getting these benefits the person I dealt with had no idea what I was talking about. I'd like to think that's because this is a new program and it maybe hasn't been fully rolled out yet. Does anyone know what I need to do to receive these benefits?

The Senate passed the necessary legislation last fall, but the legislature has yet to take action.

The incentives for my vehicle in Georgia were built into Turbotax.
