Silver HOV stickers

My mom has a new Civic hybrid and she applied for the HOV stickers a few weeks ago. We're both less than pleased with the yellow decals, but lately I've seen several silver stickers. Does anyone know if these are special or if you can request silver? Thanks in advance!

They're all the same color, but they look different colors under different lighting conditions - I've seen them look gray and light brown. They're retro-reflective and they've also got multiple colors of anti-counterfeiting holograms on them which give weird highlights, which make them look kind of silvery-reflective.

I believe there are different colored stickers for other HOV qualifiers such as electric, CNG, etc.
