Can dirty air filter cause this problem?

I have a MMH with 30k. Just went to lunch and the Mariner would not go into electric mode. In park the engine could not be rev'd. Oddly it started and drove just fine and all systems report they are working just fine. Only thing I could think of was the engine air filter is due for a change.

The air filter is not your problem and the engine is designed not to rev in park or neutral. There are many reasons to stop EV use such as overheating the HV battery, battery recalibration, overheating of the eCVT or DC/DC converter, and the A/C compressor not cooling the battery. A faulty mech/electric coolant pump could cause overheating also.
