Power Steering/Rack issues

Recently bought a 2005 HCH. It has 38k on it and the previous owner bought it as a "Certified" car about 14 months ago. Shortly after we negotiated a price (She still owned the car) the EPS light came on and it lost P/S. She took it back to the dealership and they eventually replaced the EPS control module. (They also mentioned something about a severed/repaired wiring harness - but did not show this damaged harness to her and since she was told it was fine now, she thought nothing else of it - and did not mention it to me). I test drove/inspected the vehicle in and around the city all seemed fine. On my way home via the interstate steering was significantly different, I noticed the steering does not center itself, it requires constant correction. It will continue to go in whatever direction I turn it to. (a few degrees). I took it to the dealership here in Jeff, IN. to have it checked etc. they of course found the harness (EPS control module) which had indeed been completely severed and re-crimped back together. They added that the voltage to the EPS was about 9v and s/b 12v. They called the Honda Tech Hotline and were told the car was Flood damaged. The CarFax passed with all guarantees - however, on the 3rd page there is an entry which states "this car was registered in a flood (FEMA) area" - and of course to have it inspected. Their evidence was a small amount of dirt under the carpet (VERY LITTLE), (No rust) also the SRS control module was not bolted down, and one of the harnesses that goes into and around the engine compartment - someone had clipped off the excess tie. The lady I bought the car from knew nothing of this and has had the vehicle serviced exclusively by the dealership. Other than the steering, the car has no issues and I'm happy with it. I'm averaging 48.5mpg. I haven't registered the vehicle - so I could go back to her dealership w/her and seek further repair. But at the very least I would like to get the steering issue repaired. Dan, I am very sorry to hear about the issues you've been having. It does appear though that you may not have the of worst tales yet... so that may still mean you have a good vehicle on hand.
For a long while I've been very skeptical of some second hand hybrids since these types of cars usually don't end up in the used car market unless there's something wrong with them. Flood cars and write-offs are the types of scenarios that always underscore my skepticism.
That is why I always suggest that people investigate the used hybrid they are planing on purchasing very thoroughly and then only if no red flags remain consider buying it if the price is right.
With that said, there have been many people who bought used hybrids and not only made a good decision but also enjoy it as much as it had been a new car purchase.
I hope the issues you mentioned are the only ones you have had to put up with. With some luck and good maintenance she may very well offer you many years of trouble free driving enjoyment.
