I have a 2001 Prius/averages 33 mpg

I recently bought a used Prius. I am very impressed with the way it handles and compared to my prehistoric BMW it's still better on gas, however, I was expecting it to average btw. 50 and 60 mpg. I live in LA and I don't get on the freeway much. I notice when I do get on the freeway, the mpg is higher (around 40-42) but since I got the car almost 2 weeks ago, it's only averaged about 29 mpg. When I turned off the a/c I noticed it bumped up to 33 but I'm wondering why the mpg isn't living up to expectations. I got new tires the week I got the car so I know that the air is good on them.

Any feedback is appreciated.
