How long does it take to get a tranfer hov stickers in CA?

I bought my HCH a month ago and submitted my app for title transfer and hov stickers a day later. I received my new title in one week and are still waiting for the stickers.

I called and no one in that special processing unit was available. Someone took the phone said some transfers may not go through, which makes me nervous.

Anyone has good/bad story to share?
