Honda Accord Hybrid - dissed by Virginia

In the state of Virginia, most of the mass production hybrid vehicles qualify for "Clean Special Fuels" tags.
One benefit of these tags is the ability to use HOV lanes with only one occupant.
I applied for these tags for my 2005 Honda Accord Hybrid, but was rejected.
These vehicles are currently listed as qualifying for the tags: the Toyota Prius, Honda Insight, Honda Civic, 2005 Ford Escape, 2006 Toyota Highlander Hybrid and the 2006 Lexus RX 400h hybrids.
Anyone else have any luck with the Accord Hybrid?

Maybe they are finally looking at the emissions when granting clean fuel plates. Its about time, they should have never let the Civic hybrid and Insight get clean fuel plates. Their emissions are horrible. Go look under your hood and see what bin you are in for Tier 2. It won't be that high. The other Honda's sold in VA(no CA emissions package) are Tier 2 bin 9. Dirtier than most other new cars and they get clean fuel plates! Brilliance!
