Going up Hills - too low of revs

Hi, I have a honda civic hybrid 2005 and the low revs are driving me crazy. If there is even the slightest hill it makes like a low rev sound like it is trying to get enough power to go up the hill. This happens either when it does the economy mode where it is off then I press the gas pedal or in regular mode from a stop (engine not off). I don't know car lingo but maybe it is a sound from the transmission? Like I said before, I only hear it when trying to go up hills or pressing the gas after stopping. Any advice? Also, I'm trying to get out of getting a tune-up done (50,000 miles). What do they do with a tune up? My husband is car savvy but has never worked on a hybrid. He can change spark plugs, do an oil change, and change the filters. Do they do anything else with a tune up? He can also check all the fluid levels. Any advice would be appreciated. Thanks.

On the uphills, is it like it's not down shifting? Is it like rattling bolts in a tin can?
At a stop is it like a low idle or is it like a slight engine rev?
My guess is that it may be a timing issue or an idle speed issue.
