Charge on 2010 Prius indicators

The smaller gauge area on the left of the display (I believe it's called "Charge") indicates regenerative braking is engaged. My question is: at what point is non-regenerative braking kicking in? At the far left of that Charge area? Beyond that? Before that?

(In other words, if you let it go all the way to the left, are you wasting energy by going beyond regenerative braking? Obviously, you need to stop when you need to stop, but if you have a choice...)
