CA DMV Clean Air Stickers SUCK!

I got my stickers from the DMV and they are ugly and yellow!
What was shown that I would recieve on the DMV site was white. I expected it to look like what was shown on the application web page here: http://www.dmv.ca.gov/vr/decal.htm
What showed up in the mail is yellow. You have to put 4 of them on your car. One on each fender on the right side. One behind each rear wheel. The ones that go on the fender are about 2 inches by 3 inches. The ones that go behind the rear whiles are four inches high by about 6 inches long. THEY ARE SO UGLY!
I have a white honda civic hybrid that is kept very clean and now I have these taxi cab looking sticker that I have to put on if I want car pool access.
I want to punch whomever designed these decals and approved them in the face!
Don't get my wrong, I like the carpool access, but YELLOW? I feel really bad for anybody with a dark colored hybrid that has to put that yellow sticker on their car.

I have a dark gray '05 HCH, and I don't mind the yellow sticker at all.
I understand the need to make these stand out to help the CHP when doing HOV lane enforcement.
I don't care what color they are, it's a very small price to pay to enjoy carpool lane priveleges, which was fantastic during my commute this morning.
Just another example of how they "offer" these great incentives, but make them so difficult to obtain that many people won't bother (and the system keeps collecting the revenues that these incentives would have cut).
Either the application process to get the approval/stickers is so convoluted and full of red-tape and ridiculous requirements that people give up, or if they do follow all the way through, they give you stickers like this to make you not want to use them.
I read that someone started a petition against these 4 stickers. Anyone have the link?
I had the same reaction when I first saw my stickers. Yikes! Huge and YELLOW.
Then I breezed home from work on Friday and into work this morning and the color or size of the stickers mattered less and less with each car I passed.

Where can I get information about the correct placement of CA Clean air Stickers
The stickers come with the following instructions:
1) Place the LARGE stickers on the rear quarter panels, behind the wheel wells, with the State Seal in the up position;
2) Place the SMALL stickers on the right side of each bumper (as you face it), with the State Seal in the up position.
How long did it take to get the stickers? i just purchased a 05 HCH and i dont have plates yet,the for has a spot for the plate number, can i apply without a plate number yet? Anyone try putting these on their windows instead, like the smaill sade window? i hate to put this sticker on a body panel. reason they didnt want them on the windows is cause they roll down, but the far back quarter glass doesnt.
Why in the world can you not put the stickers in the window of your vehicle!! Every other DMV decal can be put in the window. I just bought a Prius and it is wonderful, but why would I want to mess up my new paint with a sticker. I wouldn't put a bumper sticker on my car...so why should I have to put this sticker on my car? This is just another way for the California government to get more money. Just let the Hybrids use the car pool lane. We're doing our part for the environment!
WHY CANT THE STATE ISSUE A SPECIAL LICENCE PLATE INSTEAD OF THESE UGLY STICKERS?
I agree with Tom ... I don't mind how the stickers look now that I've put them on my Prius and have been using them. When I first got them I kind of gagged, but they're not so ugly after all and I saved about 30 minutes (out of about 90) on my commute today!
I don't care how many stickers I have to put on my car to drive solo in the HOV lane . . . plus, as an added advantage, the sticker on the rear bumper covered up a boo boo I did :)
Anyone from the SF Bay Area got their stickers yet? I have never seen any Hybrid with carpool stickers driven on the hi ways of the area. So anyone know what the reasons are?
I live in SF Bay Area and I have just got my Prius last Wednesday. I think it will take me weeks to get the registration done. And only after getting the registration done I can apply for the stickers. I am worried about the 75,000 quota got filled up before I finish all of those applications.
I received my stickers in the mail last Friday and could not wait to try it out. My commute to work in Orange County, California is usually 50-60 minutes in the morning and sometimes a bit longer at night. I cruised on the carpool lane to work in less than 20 minutes this morning and about 18 minutes tonight. What a relief....I will never complain about the stickers.....My stress level has changed dramatically. Best decision I ever made was to buy the hybrid. I knew I would save on gas, but at the time I bought, I did not anticipate the extra benefit that would eventually be granted to us...

to me, getting a Toyota Prius is the best car I have

I'm not in CA, but have a suggestion: How about applying the stickers to sheet magnets (like the ones for advertising your business on the door of the vehicle), and sticking them on. You could remove them when you get to your destination, and throw them in the glove box. Only drawback I can see is the theft potential (a little hard when you're doing 60 mph in the diamond lane).
Enjoy the reliable comute time in your SLEV! Here in Texas the DOT is not likely to entertain any such accommodation for hybrids or other low-emission vehicles, even though the state has Houston, Dallas-Fort Worth, and El Paso regions in non-attainment for one or more pollutants. But perhaps we can collectively take that up with the folks runnning the EPA in Washington... ;->
Does anyone have information regarding the "FasTrack" transponders (for certain CA bridge tolls in the Bay area) having a green dot affixed that identifies HOV lane authorization? Does the use of the "green dot" preclude using the ugly yellow decals?
In the Bay Area you also need a special FasTrak transponder but everyone who is eligible for the HOV stickers still needs to apply them to their car.

My stickers took about 15 days to arrive, but I couldn't install them right away since there were no instructions on where to put them! It took me another 2 or 3 days to get the info from the Cal. DMV (via the CHP, since the DMV was unable to give me any answers directly!!!).

One more question: do you think the sticker would hurt the paint of the car? 'Cuz the instruction Paul posted to his blog says "don't remove ... otherwise will result in the damage of the sticker ...". How about damage of the car?

Does anyone know if the stickers are tied to the person or the vehicle. I was about to sell my 2004 and get a new 2006, which should be available late in the year. I already have stickers and worried they will reach the 75k limit or suspend the program before I get my 2006. Does anyone have info on this?
With the time I've saved on my commute the last week I'm already addicted to the HOV lane and would rather drive my 2004 into the ground before giving up my HOV access for a new 2006.
My buddy at work has one of these cars.....I cracked up when he showed up at work with those goofy stickers on his car. I thought he'd hijacked a Tijuana taxi! Ever since then he's been 20 minutes late for work because he refuses to be seen in that car.
Sent off for the stickers as soon as dmv posted the form and received them in eight days. Couldn't wait to get out there and was actually disappointed the first day because traffic was light for a change coming home from LA on the 10. Anyone know how many of these stickers are gone? Thinking of trading my 2003 in for a 2006, but don't want to risk not having "the precious".

THe DMV has received about 25,000 applications, and processed about 16,000. (The limit is 75,000.) Of the nearly 60,000 hybrids registered in California, not all meet requirements for carpool-lane stickers. And not all of the eligible hybrids are in areas where there are carpool lanes.
Just test the magnetic sheet idea on my Prius and get some dissapointed results. Neither the front or rear bumper is made out of iron or steel, therefore the magentic sheet won't work on them. Even the front hood is made out of non-iron metal. Only the side body is rion/steel.
I just got my stickers and will try putting them on the inside of my front and rear windshields only, with scotch tape. I'll let you know what happens which I hope is nothing.
I have just found this from the Bay Area FastTrak website. For those who just purchased their hybrid cars, you don't need to wait until after you get the DMV registration to get the FastTrak transponder.

Does anyone know how many stickers the state has issued so far? I'm debating whether I should buy my 2006 Civic (hybrid) in a couple weeks, or wait until Jan. 1 to get the better tax credit, but I don't want to miss out on the sticker.
I bought a Civic Hybrid about a month ago. The dealer told me they would send the carpool sticker application for me along with other DMV paperwork. It's been 1 month now. I still haven't received anything. Of course, I haven't received my license plate either. I wonder if there is any site I can check for status, or should I apply again after receiving my plate.
I would send in another app, considering it's ony $8 anyway, and should both checks clear, you can apply for refund from DMV. Good luck! I'm waiting on my stickers as well, and mine was sent 8/18. :(

I doubt that you'll get pulled over in your Prius if you don't put one on the front bumper, you know, for the magnet idea. I mean, come on, it's a Prius. My friend has one, tinted the hell out'a the front windows, speeds a lot, and never has any problems. And maybe you could get a set of strong mag sheets and put one on the inside of the rear window. You know, the small verticle one. If you found something strong enough you could have the magnet inide the car holding down the one on the outside. All hail that guy from Texas. Brillient idea.
I too just got my stickers (DMV took 3 weeks to send them), and I HATE THEM! I have a black 2005 Prius, and they are SO UGLY. I have never any put any type of sticker on any car I've owned.
I agree with the person who said why doesn't the state just make a different license plate? And, as another poster said, it is a Prius, and the Prius is an "approved" car for purposes of the HOV lane.
There is a form that accompanies the stickers that you are supposed to keep in the car along with the registration that must be presented to a cop upon request. That alone would prove that you legally have the stickers.
To the folks in California who want to start a movement to get rid of these ugly stickers, please email me. Let's talk. The more of us who complain, the better.
Having said all of that, my commute is cut at least 20 minutes and I'm getting a minimum of 50 mpg.

Should we REALLY be required to ruin the paint job of a brand new car to drive in the HOV lane that we've already paid for with our tax dollars anyway?
I have a 2005 Black Prius also, but I could care less about the color of the stickers. I bought the car because I drive over 120 miles a day for work and the commute in the morning usually averages about 2 1/2 hours. Needless to say, I was filling up my old car with gas about every day and a half.
When I got the stickers for the carpool lane, I didn't care what color they were. Don't get me wrong, it would have been nicer to have white stickers, but if they were neon green and allowed me to cut my commute time in half, I would have done it.
I now have about an hour and a half commute to work and fill my tank every 6 to 7 days. I quietly smile to myself as I cruise along in the carpool lane on the 105 and watch everyone else sitting in traffic. I am glad as a Hybrid owner that I am even allowed this perk. It has been an extra bonus to owning the Prius.
I have a compressed natural gas Honda Civic GX (and "gas up" in my garage using my home natural gas!). I just received my clean air decals and they are all white. I only received 3 - 2 for the side rear panels (behind the rear wheel well) and one for the rear bumper. Could it be that the yellow stickers are to differentiated the hybrids which still depend upon gasoline for the completely alternative fuel vehicles like natural gas and electric? All of the CNG vehicles I have seen have white stickers and have been allowed to have them for many years prior to the new hybrid allowance.
hey! does anyone know what would happen if the stickers were not exactly placed the right way? I accidentally placed the large ones on the bumper and the small ones on the sides???

I got my stickers today -- the DMV actually sent them to the dealer where I bought my car, luckily they were nice enough to call me about it.
Has anyone carefully looked at the application instructions? They are classic. As others have mentioned, you put the stickers on the sides of your car as well as the front and rear bumpers. The instructions say to put them on the right side of the bumpers, but the picture of how you should do this shows the sticker on the driver's side of the front bumber. Isn't that the left side? That is the side with the left door!
I put it where they showed it assuming that the mean to put on the right side of the bumber as you face it. Hope I don't get a $275 ticket.

Just got my DMV carpool stickers for my Prius. It took the DMV about 2 weeks after they cashed the check. They are not very appealing and I think that the DMV could have done a better job. But of course for a lousy 8 bucks its worth it to cut the commute time in the SF Bay area.
Note to the DMV - Speak to your customer support people on the phone and tell them it does not take 6-8 weeks to get the stickers. I think I just got a pissed of DMV employee. So what else is new? But I'm not bitter. :)
Getting anxious as another prior post had mentioned about whether to wait to grab the first hybrid available?
Anyone got any idea about how much HOV stickers have been issued? (more importantly, HOW MANY ARE LEFT???!!! for those of us still waiting to get a hybrid to put the sticker on?)
I wouldn't worry about getting the hybrid HOV sticker. There are 75K stickers that the CA DMV has to hand out and I think only about 1/4 has already been issued. Besides not everyone will want one anyway.
The bigger issue are the slugs at the DMV. It takes them about 2-4 weeks to send it to you after they cash you check. I inquired with the DMV after 2 weeks and the customer service rep. that I got was nasty and said 6-8 weeks. When I told her thats seems like a really long time she exclaimed "Well its for all of California". Typically misinformed DMV employee. Their web site says you will receive the stickers in approximately 4 weeks. I got lucky. Mine came in approx 2 1/2 weeks. In addition you also have to get the FASTrak Pass too. All the information is in the CA DMV web site.

I also noticed the left / right discrepancy. The diagram has got to be wrong!
Ethan, the diagram is right, by definition: It's from the DMV! (Rule Number Two: When the boss is wrong, see Rule Number One.)
But just in case you get stopped by the police for not having the decals in the right position, carry the envelope in your car along with the DMV document that says your hybrid really is a hybrid. If you clearly followed the directions on the DMV envelope, you shouldn't get in trouble.
Does anyone know for sure if the 2006 Civic Hybrid will qualify for the HOV sticker? I just applied for my 2003, but I am trading it in for the '06. Do you think it will make a difference if I use those stickers on my '06 instead. Since I am not sure what will come first my new car or my stickers.
Rae, your carpool-lane stickers are tied to the license plate and VIN number of your 2003 car. You should start over. (Same with your FasTrak transponder also, if you're in the SF Bay area.)
They cashed my 8$ check on Sept 8th, two weeks after I sent it in the mail. It is now Oct. 17th and I don't have my stickers yet. Almost 5 weeks since they cashed my check! It is frustrating every day that I sit in traffic when they have already spent my money! I called the Air Resource board and they said it can take up to 6 weeks after they cash the check. They said they will do a search for it after the 6 week time frame. That is government speed for you! In the South Peninsula, San Jose area, I have only seen two other hybrids that have the stickers.
I read that the Hybrids can use the FastTrak lanes with the transponder and that the toll is deducted everytime......so I beleive we do have to pay the toll if there is only one person in the car......but, what if we have more than one person? Will the transponder automatically still deduct the toll from our account?
I don't like the fact that South Bay folks have to by the transponder accounts, I probably go over a bridge once or twice a year and that is usually with friends or family for a weekend trip!

Kari, somewhere on the DMV website (or maybe it was the Fastrak website), I read that if you actually have enough people to make a carpool when you go over the bridge, then you have to put your transponder into the mylar bag so it won't get read. I think it also said they won't issue credits if you forget.

I received my stickers yesterday, 10/23, after submitting the application on 9/19 and DMV cashing my check on 10/13.
I thought I read somebody's post about applying a clear film to the bumpers in order to safely remove the sticker (if needed). Has anybody tried this?

To folks waiting on their stickers, I say hang in there the time saved on your commute will dissipate your initial frustration.

Tony, keep in mind that applying a clear film to the bumpers in order to safely remove the sticker may make it easy for somebody else to remove the sticker intact and use it for themselves.
I just took one of the big stickers and placed it on the lower part of the rear window, below the rear windshield wiper on my Toyota Prius. It's clearly visible and if a CHP officer or local cop finds me in the HOV lane by myself and DOESN'T see it, then let him pull me over. I have the permit, I have the sticker, I have a qualifying car. i would love to argue that point with a cop who tells me my stickers are not correctly positioned.

Sounds like CA DMV *will* process your app based on VIN #. (I called DMV and that's what they told me, too, but I didn't trust them 100%.)

I sent mine in earlier this week, so too early for me to tell.
I sent my registration forms back in 9/20, found that the check was cashed 10/15, and still waiting everyday in hopes that my stickers will finally come! Do you guys know what number I can call to check up on my application? I'm going crazy! What's the hold up and why is my app taking so long?!
Some of us Hybrid owners to not travel across the Bay Area bridges on a daily basis.....Why is it that we need a "Fast Trac" account to obtain the stickers?
I think it's bull****. They should allow all hybrid vehicles to use the carpool lanes. i just got a 400h lexus, and it did not qualified. Someone should complain. and instead of ugly ass stickers we should get different license plates. like military plates or something...
I hope there are more people here that feel the same way i feel.
FYI -- I applied with only a VIN # (no plate number then) and stickers arrived today.

Before you complain that the 400h did not qualify you should blame yourself first for not checking. The lexus 400h still gets worse mileage than a regular Honda Civic or Toyota Corolla and they don't qualify so why should you?
Sent application on Nov 1st. Received the stickers on Nov 19th. Not bad.
I got the fast track responder as required even though I live in San Jose and almost never cross a bridge. I was worried because the fastrack instructions say you must bring your registration that identifies your car as a hybrid. There was nothing on my registration that notes it as such. However I found out from fasttrack that a "Q" in the model means it is a hybrid. You can get all the fasttrack paperwork done in about 15 minutes in person at their office (close to pier 5). They told me to just leave the transponder in the mylar bag in my glove box since I will rarely need it.
I can't believe all the whining about the stickers. No one forces you to get them. It is reasonable that the cops need a quick way to identify eligible cars. Special license plates are way too easy to transfer to another car. Get over it.
The sticker could have clowns and balloons on it and I would still put it on my Prius. Thank goodness for whomever put this into effect.

I have my sticker on the shelf in my back window (I have the 2003 Prius, not the hatchback 2004+ model), and have been cautiously using the short stretch of carpool lane on my commute for several weeks. I have yet to have a problem ... but also have yet to spot a CHP while in the lane.
If I do get stopped, I'll take whatever I get, but plan to argue the point.
I don't see why we're required to deface our vehicles with stickers on ALL FOUR SIDES! I can't think of any other "pass" that's so obtrusively displayed. I'd put up with ONE sticker on the back bumper OR behind the rear wheel. In the back or rear side window would be better yet. If a CHP is able to see that there are small kids in the back seat of a car (therefore qualifying for carpool lane use), they should be able to see that I've got a single sticker in my window.

I sent in my application with only my vin# on Nov 19th. I thought I would take a chance and see if they will cash my check. As of today, I have not seen any action. My neighbor has a hybrid and she said that the DMV called her for her vin# and then sent her the stickers. This was in early Nov. Has anyone else received their stickers without first receiving their license plates
November 6th, 2005 mailed application. November 21, check was cashed by the DMV. Today, December 5, 2005, I'm still waiting!

Josh, according to the San Jose (CA) Mercury News "Roadshow" column: "As of November 22, the state had received 38,241 hybrid-carpool applications and issued 35,176. Up to 75,000 will be eligible for carpool-lane use."
I mailed in my application on November 12 with just the VIN. I received my stickers in the mail today (sticker 37917). So, to answer two questions, the DMV WILL issue stickers without license plates AND they are up almost 38,000 stickers issued.
Does anyone know more about the two year limitation on this clean air sticker program. I am told that after Jan, 2008 the program expires and that you will not be able to use the HOV lanes as a single occupant.

May, payment of the toll (via FasTrak transponder) is required on any of the Bay area toll bridges for solo drivers in Priuses and Honda Civic and Insight hybrids. Read http://www.mtc.ca.gov/services/fastrak/hybrids.htm and the FAQ.

No, May. You stay in the carpool lane and the FasTrak transponder automatically takes care of paying your bridge toll - you blast through the toll gate without even slowing down, and the toll is deducted from your VISA account once a month (or however you arrange to have it paid).
The only problem is when you actually have a carpool in your hybrid and your toll is free, you have to rip your transponder off its Velcro holder and put it in its radio-frequency-shielded metallic plastic bag to avoid being charged.
Can anyone explain to me why we need to put the stickers on the driver's side of our cars? If we are in the car pool lane, the driver's side is not visible to any of the other lanes
Maria, the cop who sees you driving solo in the carpool lane wants to see your sticker quickly, so he can go on to the next solo driver who _doesn't_ have a sticker. And that cop may be in front of you, behind you, or on either side of you.
Sent my application and check on Nov 19th. Check cleared on Dec 5th. Received stickers on Dec 10th.

A side question, for a 2005 Toyota Prius, how often does it need an oil change? My dealership suggests every 2500 miles.

No, the carpool lanes don't bypass the tolls - but there are some (soon to be more!) toll lanes that can only be used by FasTrakers.
There's an antenna pointed at your car as you go through the toll booth area - your transponder goes PING, a light flashes that you've paid - and you don't even have to slow down very much.

Sent my application on November 3rd, check cashed on November 12th, I still have not received my stickers. Any suggestions or are there others out there having my same issue?
Though I imagine it is an uncommon occurance, my stickers were erroneously held up in the DMV beurocracy by virtue of someone putting me into the wrong "basket" I sent my completed paperwork into the DMV in late September, and the check was cashed perhaps a week later. I did not receive my sticker until today, December 17th. After much calling, apparently there is only one group in Sacramento dealing with these stickers and no one else is qualifed to explain anything, I finally got through to a manager that was able to look up my account. My only recommendation is call, call, call, otherwise you may never get anything resolved. Also I drove in the HOV lanes for a month without a second look from the fuzz. They've got bigger fish to fry.

any clarity on whether these are transferrable. For example, I just bought an '05 Prius and was given the stickers from the previous owner (they are still on the pages and have not been placed on the car). Can I as the new owner use these stickers or do I have to reapply, etc. etc.

That's right, Ted. The carpool lane stickers are like the license plate - they're tied to the Vehicle Identification Number (VIN) - they're part of the car.

Can I just apply for them and not get the fasttrak?
I'd just prefer not to use Fasttrak as I don't drive up to SF often and would rather not go thru the hassle of signing up and paying for a FASTTRAK account.

Frank, if your car lives in any of the seven Bay Area counties, you are required to have a FasTrak transponder. That's just the way it is. See http://www.mtc.ca.gov/services/fastrak/hybrids.htm for a partial explanation...there's a better one (I think at the DMV) but I can't find it right now.
Many of you are writing about how long it took to receive the stickers in the mail after mailing in the application ~~ my question is: can you personally hand-deliver the application, check and paper work to the appropriate gov. agency location (even if you have to go to Sacramento) and receive the stickers on the spot? or at least expedite thethe delivery by doing some of the leg work? I called on this very issue and they will NOT accept applications in person. You MUST mail it. They stated they will process them in the order received, and make a log of the requests received each day. I wanted to drive to Sacramento as well but they won't take it.

Hi, we just got out '06 yesterday and are filling out the application for the carpool stickers now.
Quesion: As the car is brand new and we do not yet have a license plate, do we leave that field blank on the application and mail it anyway?

When you fill out the application, write "TEMP" in the space for the license number. I bought a 2006 HCH in early November and applied for the stickers the day after buying the car (w/o a license plate). It took about a month to get the stickers, but still have not received my plates. That's the DMV for you! Good luck!
Thanks to all for clarifying that I don't need to have the license plate # to apply for my HCH stickers. Today, when I called the DMV 800#, she told me emphatically that it would take 60-90 days for me to get my plates and there was no way I could get the stickers before I had the license plate numbers! Here is a question: I was driving home today in my new HCH, waiting for my stickers, when a motorcycle cop pulled over another HCH that had their stickers on their car. We were on the on-ramp, and he was in the carpool lane of the ramp. Do these count as part of the HOV/Diamond lanes or not?
Why do the concious hybrid owners have to buy...and buy again every year...an exemption? Hmm, don't motorcycles get an exemption too? Only they don't have to pay for it, nor do they have to deface their asset. As far as the cops needing to easily ID a hybrid, I think they can do that by running the tags I paid for to keep my car on the road and on the PD radar.
THe Civic Hybrid is on a three month wait (I am told by the local dealer). Two things: First, any advice on how to get one sooner, and second, what are the chances that California is out of stickers come April? Thanks

I didn't have to wait at all for mine. I walked into Hardin Honda in Anaheim one day and drive away in my new HCH that night. The key is to contact multiple dealerships in the area and find out their "system" for getting out the new Civics. Some require a $500 deposit and a wait. Others, like Hardin, will sell it to the first person to get there. Also, there is no haggling on price. You have to be willing to pay what they mark it up to. Hope this helps.
I just found out a couple interesting things to share with anybody who doesn't already know:
1.) there are apprx 25,000 "stickers" available (according to the ARB this morning 1/13/2006)
2.) don't submit your application UNTIL you have your license plate number! The ARB said DMW ignores requests without the license plate.
3.) the sticker goes with the car so if you sell it, the new owner will have the HOV rights (hmmm, interesting ... might make your car a little more valuable if they don't issue anymore decals AND renew the issue in 2008) - who said used cars don't retain good resale value!
one last little nugget .. who cares about the color of the stickers ... i mean, they could be pink polka dotted for all I care ... anybody who's sat in L.A. traffic as much as I have would wear the sticker on my forehead to be able to get the HOV lane in rush hour =) LOL

As I said before, I DO NOT have my license plate, but got my stickers over a month ago. So, you do not need a license plate.
I want to buy a new Pruis ONLY if I get the sticker. Is the 25,000 stickers that are left among the original 75,000 or is this a new bunch of 75,000 stickers? Also it may take 8 weeks to get a new Pruis. Should I buy panic and buy a used Pruis and get the sticker NOW and maybe transfer the sticker in the future to the new Pruis? Is anyone really sure that the sticker is or is not transferrable?
Valerie, the sticker isn't transferable. The remaining 25,000 stickers are part of the "original" 75,000. They're supposed to issue 50,000 (which is about where they are now) and then re-evaluate the impact the 50,000 hybrids are having on the carpool lanes (my opinion / observation: essentially none) and then decide whether to continuing the program and issuing the remaining 25,000.
A question for California Tax Attorneys or CPAs, or anyone who has researched it: Has the IRS clarified whether folks who purchase the Prius and title it in a single member LLC or Limited Partnership, for liability reasons, can we still qualify for the Prius '06 tax credit?
If not, if we take title in our individual name, has IRS clarified how long one must hold title, I've heard one year, before one can transfer title or sell to one's LLC or LP?
CA HOV Hybrid sticker form, asks only for personal name, but business. When the Prius is titled to a small business, can the small busienss apply for the HOV Sticker?
Lastly, I'd heard that CA extends the hybrid battery warranty by 50% to 150,000 miles -- what determines qualification--
1. must car be purchased and registered in CA? or
2. can car be purchased in CA, and then registered in an adjoining state, and still qualify for the extended warranty?
--or is additional warranty based on where registered owner is a resident, not on where car is licensed?

Prince, I'm not sure how they did it, but my employer got carpool lane stickers for the six Priuses in our fleet. I do recall hearing it cost a lot more than it would cost for a private citizen.

Just to clarify ... the ARB confirmed that California DMV will issue 75,000 Clean Air Stickers and told me they still have apprx. 25,000 left.
As for getting one before you get your license plate ... I'll post an update when I pick up my Prius in 3 weeks. I've been getting conflicting stories about whether or not DMV will issue the decal without the license plate number. According to the ARB, DMV won't but I just saw a brand new Prius today without a license plate and they had the "precious" on their car so WTF.
on a side note ... the Clean Air Sticker program is only good through 2008 at which time, they will readdress the isssue and decide whether or not to continue the program. I'd like to think the 10-1 vote to orginally get it started is a good sign they will continue the program, otherwise we'll be right back to where we started in 2009.
I heard the Gov just signed a bill to extend the carpool lane on the 405 Northbound ... is this true? It sure would be nice to have it through the Sepulveda Pass

Two things: (1) stickers before plate and (2) paying above MSRP
(1) I bought my HCH on Jan 2nd. Decided to send it to CARB for the stickers before the plate to see what happens. At worse I'll be out $8. As of now no reply, but it's only been a short time. If I don't get them by the time I get the plates, I'll just resubmit $8 when the plates come. Has anyone else done this?
(2) Honda HCH: As I posted in another post here you DON'T have to pay above sticker if you do a bit of research. I live in So. Cal. and on Jan 2nd, the sleazy dealer by me (Honda World Westminster) wanted $4995 above sticker, most are $2k above, Autoland (credit union buying service) $1.5 above. What I did: On Jan 1 at night I went to Honda's website, did a dealer quote (through their website). You have to enter a zip code. So I looked in Google, and picked about 30+ zip codes at random from San Diego to Fresno. About 20 were above MSRP, 3 came back at MSRP, and one actually $100 below--I think it was Bakersfield, and I wound up going down the next day to Temecula (Norm Reeves there, though I don't think they're related to the other NRs), and they had two in stock in the color I wanted (alabaster silver). Picked it up for MSRP, not a penny over, no haggle, no required options (Costa Mesa Power Honda "doesn't mark up their cars" but requires you to pay $1000 extra for mud protectors and tire locks, something that would normally cost about $70 -- and something that NR Temecula put on my car for free (included, at MSRP). Now you may walk in today and NR Temecula might charge you above sticker who knows (this was through their internet dept). All I'm saying though, is that on the morning of Jan 2nd I got 30+ replies back, and 3 would sell at MSRP, and another would sell below. Just flood every dealership you can asking for a quote by putting in as many zip codes as you can and doing it through Honda's website on the net. When you get a quote back in writing at least it's in writing. Worked for me. Was $22,400 ($24,391 out the door with tax, docs, everything).

Ok, Today is 1/20/06. I sent my paperwork for the stickers in on 12/29/06 with NO License plate. I jsut bought my car two days earlier. As of today, I have just had the $8 check cleared. I will re-upate when I get my stickers.
I bought my car on Jan 2. Sent in the paperwork on the 3rd. My check cleared on the 19th. Hopefully I will get my stickers soon!
As for the dealer mark-up, I did not pay over invoice at all. They had it marked up 2000, but we just refused. They also tried to give me 5000 less on my 2003 HCH trade in. That did not work either! You just have to be ready to walk out if they will not work with you!
BTW- I just love my new car!!

So, what about Ben's comment of January 10 about seeing a CHP pull over a hybrid car with clean air stickers, when it was accessing the freeway from the carpool lane? Is there a problem with using the carpool onramp in a hybrid car that has the stickers, or is it likely the CHP just made a mistake?

could somebody tell me how many stickers have been issued by the DMV as of today. Cause i just bought my car last sunday. I'm worried that i'm not gonna make it.
I received my clean air stickers, and the written and graphic directions for the small sticker that goes on the front bumper contradict themselves. Written instructions indicate it would go on the right front bumper; the diagram shows it on the left front bumper (on your right if you face the car from in front of it). My informal survey of hybrid Priuses and Civics the last few days indicates that more people are putting it on the left front than on the right front, but it turns up on different sides on different cars. When I called the DMV, the idiot I got on the phone (and then her supervisor) had no idea, really, where the stickers go. The supervisor said put two stickers on the rear bumper and two on the front bumper! (And we all know the two big stickers go on the right and left side, behind the wheel wells, and one of the small stickers goes on the left rear bumper.)
Did anybody ever get a definitive answer somewhere about where that last small sticker is supposed to go on the front bumper?

Hearing your story (I'll give my suggestion at the bottom), I just have to relate something that happened to me back in my college days in NYC. In the mid-80s it was the last day of school for the year, and late at night around 2am, three of us decided to walk the GW bridge between NYC and NJ at 2:00am (I lived near the bridge in upper Manhattan). While walking on the bridge, we noticed a guy trying to slit his wrist with broken bottle glass, and immediately turned around to call 911 to report it. I told the 911 operator that someone was trying to slit their wrist on the pedestrian path on the GW bridge. She asked "where on the bridge?" I said "on the pedestrian path, walking from NY to NJ." "What side of the bridge is that?" "Well, it's the southern side." "Right or left side, sir?" "Well, walking from NY to NJ it'd be the left side, walking from NJ to NY it'd be the right side." "Sir, it can't be both. I need to know which side of the bridge." "Well, FACING NJ it'd be the left side of the bridge. Facing NY, it'd be the right side of the bridge." "Sir, that doesn't help me." "It's on the Southern side." "Facing which direction?" Finally I just said "It's on the southern side, walking FROM NY to NJ, that'd be the left. If you can't figure it out get another job" and hung up. Hopefully one day that operator will need 911 and she'll get someone like herself on the line.
As far as the stickers go, I just put mine on yesterday, and basically, from what I understood, for the front bumper, it's the "driver's" side, not the passenger's side. My only trick was that I have the 06 HCH, and the bumper isn't "flat", it's ridged. I could either put it on the top part (making it easier to see, but more obtrusive) or the lower part (a bit harder to see, but better hidden). The diagram shows it basically "under the lights, above the tires" so I figured I'd just put it in the less-obnoxious lower part of the bumper. If a cop can't make it out, not my problem, it's still above the tires on the front bumper as indicated, and all the other stickers are on the car too.

No guarantees, but you SHOULD be OK. Mine was the low 45,XXX, just arrived yesterday. On the radio they were saying they'd reach the 50,000 point in March sometime, then have to evaulate whether to continue it to 75,000 (a direct contradiction of what the CARB lady told me 2 weeks ago BTW... she said for sure they'd go to 75,000 but all the news reports I've heard a few days ago said they would indeed assess the program once it hits 50,000 and decide whether or not to continue it to 75,000). But I think you'll be OK. I bought mine Jan 2nd and got low 45,XXX. I don't think 5,000 more sticker will have been issued in 3 weeks, and on the radio they were saying March for the 50,000 level (and it could go to 75,000, still undecided).

I'm still undecided about that front bumper sticker, but it does seem like more people are putting it on the front left bumper, driver's side. Probably it doesn't make a huge difference if all the other stickers are on in the right places. I have the other three on my Prius, and am carrying the fourth around in the glove compartment until I decide where to put it! In the unlikely event I get pulled over for not having a front sticker on, I'll just tell the poor CHP officer the whole frustrating story. Won't he/she be sorry about pulling me over! Actually, I would love to know what the CHP thinks about the sticker position, but I tried calling them to ask, and was just referred to the DMV.
Wish somebody would respond to Ben's question about whether or not there's a possible problem about using the carpool onramp lane. He saw a CHP officer pull over someone in a hybrid with the stickers who was using the carpool onramp lane.

I am going to apply my stickers this weekend (or tonight if I feel up to it). As for the Diamond lane on-ramp, its really the only Carpool lanes for my ride from and to work. It instructions states "meets min passanger requirements for Diamond lanes" so I would assume that it would meet for that. For me, thats like 10 mins of my trip, just getting on the freeway.

So, about 16 days or about 12 business days.
When I called them about 1/20/2006, they said they had been quite busy in the last few weeks and were about to send the tag out.
When I received the tag today, I found that FasTrak prints off a sheet that looks like a screen dump of the program they use to issue the tags and manage accounts. I guess that's the "evidence of an Automatic Vehicle Identification System FasTrak Account" as stated on the DMV form.
Hope that helps. Will turn in the DMV application with "Temporary" in the license number blank spot by mail tomorrow 1/26/2006.

Since we get such excellent mileage, you could go to their office. I think they will process your application right on the spot and they have Sat hours. But I would check with them/their website before trekking over there.

I bought my car Dec 23. I received the FasTrak transponder on Jan 3 and submitted the "original" receipt the next day. My check cleared on Jan 18.
In yesterday's mail I received my license plates and a letter from the DMV asking that I submit the FasTrak toll receipt. The note on the form letter said if I previously submitted the receipt, they couldn't accept it because it did not contain all the required information. The only missing piece of info missing would be the license plate number where FasTrak made one up rather than entering temp. Of course, the DMV form letter did have the proper license plate number on it.
I guess I will ask FasTrak for an updated "original" receipt with my license plate number listed correctly. That's the only option I can think of.

Not to flog a dead horse unmercifully, but you are aware that the DMV instructions about the sticker for the front bumper contradict themselves, right? The verbal instructions say, put it on the right front bumper; the diagram shows it going on the left front bumper (on your right as you face the car from in front of it).
I've about decided the left front bumper must be the correct position - based on what I've seen on most hybrids, in my driving around the last several days.
I've been using my brand new Honda Civic Hybrid
now for 6 days and i noticed that my average fuel consumption is 34mpg. Is it because it is new? or somethings wrong with the car? It said fuel consumption should be 49 to 51mpg. Can anybody answer my question.

Penelope, I'm sure what the DMV _meant_ to say was "place the small stickers on the right side of each bumper _as_you_look_at_it_." - which would be the left side of the front bumper - which is what's shown in their illustration.
Emer, you just need to learn some new driving habits. One is stay at or below the speed limit, and the other is to imagine there's an egg taped to the accelerator pedal and the brake pedal. Drive with your feet on the eggs, and don't break them. Try it, and see if your mileage improves. Let us know.

I created a new topic where I mention my mpg experiment (take a look at the recent subject lines.. should say something like "06 HCH MPG experiment" or something like that).
In a nutshell, don't expect sticker mpg on ANY hybrid. The Prius says 60/50, my friend who has a prius constantly gets 45-46. The 06 HCH says 50/50 and it seems most people get 43 for the mix. Those numbers are incorrect because of the way the EPA figures mileage on cars -- a method devised before hybrids hit the market. Just about a week or two ago, there were news reports that the EPA was now considering changing the testing methods in an attempt to make the sticker numbers more accurate to "real world" numbers.
That said, when you do start & stop & accelerate street driving, expect low 30s. If you do slower freeway driving (super light on the pedal, around 60mph) expect high 40s, maybe low 50s.
In my experiment yesterday (see other post here), I was able to get 60.1mpg going for about 35 miles on the freeway, but did it by doing absolutely everything I could to get it -- definitely NOT real world driving. When you mix everything together, if you do a mix of city/highway, you should get low to mid 40s I think. I got 43.5 on my first fillup (I'm about to fill up again). The more even freeway driving you do the better, the more start/stop city driving you do the worse, just like any car.

About getting the best mileage: so, I'm not the only one to hallucinate the egg under the accelerator and brake pedal! (My boyfriend has been insisting that's how I drive, ever since I learned I could maximize mileage in my 2003 Prius with minimal brake and accelerator action, coasting, etc.)
I've been quite happy with the car in the three months I've owned it - with an older Prius, I didn't expect the mileage to be as good as it's been - averaging 48.5 mpg over a whole tank, combination of city and highway driving.
About the guy that got pulled over with the sticker.
Maybe he broke some other law, like running a red or an illegal turn onto the ramp. It coulf have had nothing to do with his stickers.

Just got my 06 Prius on Friday, sent in my DMV application today (1/30/2006) and will post an update with my sticker number and date received for anybody who still hasn't gotten their car yet.

First tank of gas averaged 44.8 mpg.
I agree with the eggshell theory posted earlier. You have to adjust your stop light to stop light driving. Anticipate a stop before it happens and whenever possible, slower acceleration is key ... maybe not to the the Mustang GT sitting next to you but when you can pull 400+ miles on a full tank of gas, it's soooooo worth it =)
I tried everything but I'm still getting between 35 to 39mpg. Maybe there's something wrong with my new Honda Civic Hybrid. Any comment on this.
Also I saw in the newspaper this morning that the DMV had received a total of 47,000 application as of yesterday. If the limit is down from 75,000 to 50,000 stickers it is almost impossible for me to get one because I just mailed my DMV application last sunday. I got my fastrak account saturday, 8 days after i applied for it..

Actually, Yesterday I also was pulled over with my stickers on the on-ramp. The cop realized i had my stickers and sent me on my way, with the remark that these are too new for the area to fully remember them yet. I harm done. I still have tons in time and gas, even if I was stopped.

Bought 1/2/06 (06 HCH, no dealer markup), sent in for sticker on 1/3/06, received them about 10 days ago. Am still waiting for my license plate, though a friend who just bought a (non-hybrid) car said it took about 6 weeks for the plates to come (only took about 3 weeks for my stickers to come).

Looks like it takes approximately 3 to 4 weeks to receive the sticker. And sticker can be applied before license plate is issued.
Just called the ARB (800) 242-4450, they confirmed total of 75000 stickers will be issued.
For those of you in the Bay Area who have not gotten your FasTrak transponder yet, I recommend going to the FasTrak office in San Francisco. You will get the transponder that day instead of waiting for it to come through the mail. Make sure you have the Hybrid vehicle application.
I bought my Prius on 1/8/06, went to the FasTrak office on 1/9/06, and mailed my Clean Air Vehicle decal application on 1/10/06. My check was cashed on 1/27/06 and I received the stickers on 2/2/06. I think my number was in the 46,000 range.

Thanks for the info. I know where the stickers are supposed to go; itโs just that they donโt look so pleasing to the eyes. I wanted to make sure to at least place them centered and straight within the allowed space.

Last, we have car pool parking spaces at work and I am going to make a pitch to our facilities to let me park in these premium spaces. Would encourage others to try as well.
Ron, good luck with the car pool parking spots. Remember, your DMV stickers are for CalTrans' diamond lanes, and your company may interpret that their car pool parking spots are not the same thing as CalTrans' diamond lanes. You might be better off asking first...
Got my stickers today!!! I sent the application in on January 16th....check cleared on the 2nd or 3rd of February...got the stickers on the 6th. I can't wait to travel the 55! Also....sticker number is 47390. Good luck...looks like they are starting to get close to the 50,000.
Hi there! I have been anxiously waiting for my stickers and just discovered I put down the incorrect license plate on the DMV form. I put 3007 and it should have been 307. It was correct on my fastrak receipt and registration. Do you think this will go through? I can't believe I could have done this. Thanks for your advice!

and tried applying for the HOV stickers
before CA processed the out of state VIN/registration?
If the numbers are up to 47k from 45k in the last three weeks or so, they'll past 50k before the out of state paperwork is processed!
Or does CA not care where the Prius was purchased when issuing the HOV, so long as the driver's license is of a CA resident?

You know, the stickers ARE only for less than two years left. The law will NOT auto-rewnew, it will expire. It will only be extended if lawmakers decide to extend it (it will not renew automatically). The law expires the end of 2007 (Jan 1 2008 to be technical, but basically, it's only good through the end of this year and next year).
Yes the stickers are nice. Yes, I got mine. But I wouldn't pay through the nose for just two years. They will expire, then it'll be back to normal lanes (and that's if they don't get recinded beforehand). Remember, they can be recinded at any time if it's deemed the carpool lanes are too clogged.
What I expect though, is that they will last the 2 years, then not be renewed. If you're really into using the carpool lane, I suggest getting a natural gas civic. I say this as a new owner of a normal Civic Hybrid. I love the car. But while the stickers are a nice perk, they are just that -- an extra. Not something to pay through the nose for (I paid MSRP only, in Jan, though I didn't want Navi). If the stickers were long-term (as the natural gas one will be) it might be different, but for something that will run out the end of next year, don't go overboard :)
Someone at CARB told me a while back the purpose of the law was to encourage people to buy the latest, cutting-edge cars (vis-a-vis emissions and fuel savings). In 2 years, hybrids will be everyday cars, not cutting edge, and if a new law is passed, my guess (and that voiced by the CARB guy) would be that it would be aimed not at hybrids but at what is on the cutting-edge then. Right now hybrids are becoming mainstream (good). By summer you'll see hybrid Camrys flooding out (not for the carpool lane, but my point is that hybrids won't be anything special by the time the law is set to expire).
However don't let that distract you from the car. The 06 HCH is a great car (as is the Prius). I love my new 06 HCH.
I received my stickers yesterday after waiting 22 days. I'm a little unsure as to how to affix them over the nosemask (bra) on the front. I would take that off on occasion, though since I live in a sunny area, it's probably on a couple weeks of the year. I'm not sure how well a sticker would adhere to the nosemask. Do you think the CHP would pull me over if they didn't see the front sticker. The fact that the program has a 2008 end date pushing me in that direction.

When reading through the line. The reports said "When 50,000 have been mailed out, Caltrans is required to evaluate the impact those extra cars are having on traffic in the carpool lane. The milestone could be reached within a week or so.".
Does any one know what is the evaluation process, would DMV stop issuing stickers during the evaluation until the decision is made?
CC, two paragraphs later: "We're not ready to cut it off,'' Caltrans spokeswoman Lauren Wonder said Friday, adding that she has not witnessed diamond lanes jammed by hybrids." Not a problem.
i think david is right, cause i was reading the article, and it says they will issue the stickers eventhough it reach the 50,000 cap. I think they will start the evaluation when it reach the 50,000 cap, but they will still issue stickers. When caltrans finds out that it jamming the hov, they will stop issuing the stickers. So for now they will continue to issue the stickers... i think =) , cause i just sent my app. on feb. 1 =( hopefully i get em soon. lets cross our fingers

I put a deposit down on a Prius at Capitol Toyota in San Jose on 11/13/2005; I was told the wait would be six to eight weeks, and that it would be a 2006. After eight weeks I had not heard from the salesman, so I called him, and he said I should be getting one soon. On January 23rd I received an e-mail from the salesman stating that production of the Prius had been curtailed, and that I would have to wait another six to eight weeks. Fearing that the HOV lane stickers might be gone by then, I decided to look out of state to see what I could find. I called almost all of the dealerships in Phoenix, and managed to find one that had a silver 2006 package 6 available (if I had been willing to take a package 7 with the NAV system, I could have obtained one in Reno). I flew down to Phoenix on 1/26 and picked it up. I paid $28970 out the door.
One the way back home, I stopped at the DMV in Blythe CA (almost empty and no waiting in line) to see about getting the car registered in California. They started the paperwork and did the vehicle inspection (the woman who inspected it had never seen a hybrid before and didn't know how to classify it, for the record the fuel type is โQโ), but said I needed the Arizona title or a Manufacturerโs Certificate of Origin (MCO), and a smog check. I had been warned by a friend to expect the smog check requirement on any car purchased out of state. I told the DMV woman that it didn't make sense to me, but she insisted that it was required. She collected $319 from me, making the cost $29289, not counting the $180 ticket on Southwest Airlines.
When I got back to San Jose, I went to a local smog place. They said that they couldn't smog check a Prius, but maybe the test only place next door could. The guy at the test only place told me to call the smog referee and talk to them. The smog referee told me that since the Prius was exempt from smog checks, I didn't need one to get the registration.
Once my check to the Toyota dealer cleared the bank, they issued an MCO and sent it to me overnight. I went to the local DMV on 2/2/2006 and waited 45 minutes see someone. I explained the smog check issue to the clerk, but she insisted that I needed one on any car from out of state. She went ahead and entered the information from the MCO, and lo and behold, found out that I didn't need a smog check. She claimed it was because I had an MCO and not an out of state title; I decided not to argue. She began to give me a hard time about the odometer statement that the dealer gave to me, but her supervisor told her it was acceptable. At that point she gave me the license plates for the Prius.
That afternoon I drove to SF to get the Hybrid FasTrak transponder. I put the required paperwork, including the license plate number, and a check for $8 in the mail to the DMV on 2/3/2006. I am eagerly awaiting my stickers, but the check had not cleared as of 2/17/2006, so I know from the posts here I have at least a week more to wait.
My stickers arrived!! Sticker number 487xx!!!! They are about 1200 remaining as of the start of the week of Feb. 13 before they hit 50,000.

I did call Sacramento on Feb. 15th and since my VIN was not in the system they didn't know they had been issued. Probably because the dealer was slow on the paperwork and m VIN was not in the system. Sacarament asked me to fax them a copy of the cancel check which I did. I sent the fax the same day the stickers were mailed. As you will note above it appears the stickers were already issued.

Thanks for the info on the purchase of your HCH. I put a $500 deposit down with a dealer in So Cal about 2 weeks ago. He told me he would sell it for $23,900 plus tax and license and said it would be about 2 months before a blue one with nav came in. I talked with another dealer in So Cal that told me it was first come first serve and if I was there the day the truck rolled in he would sell same to me for $23,900. (I have an insider there watching for the trucks to arrive.) Went to another dealer today and was told I could process all the paper work and order the car I wanted and as soon as it was built for me I could purchase the VIN number. When the deal was almost finished he told me $25,900 and stated that ALL THE DEALERS were charging between 2K and 5K mark up. I told him he was full of Sh**#! and walked out the door. He followed me to my car and tried to explain the mark up. I told him I had done my homework and was not desperate enough to pay that kind of mark up (all along knowing that there were probably many more that are and I will never get the car this way!) Oh well, I am hoping that the other 2 dealers won't try to raise the price once and if the car actually comes in. Thanks again.

I went to my local Honda dealer in San Jose, and was also told there would be a $5K dealer mark-up on the HCH, making it from $23,900 to $28,900. I told the salesperson I was unhappy with this type of price gouging, and he responded that it was simply a matter of supply and demand.
It's difficult to justify a hybrid when all the gas savings and tax incentives go to the dealer instead of the consumer, with this type of mark-up. My other concern is what the resale value of the car is going to be 5 years down the road, after we've paid a $5K mark-up over MSRP. I don't think Kelly Blue Book is going to care that we were foolish and paid more than list for this vehicle.
Nonetheless, three days after I visited the Honda dealer, I received a call that 6 new hybrids had come in to the dealership that day. Within 5 hours (from the time I got the call, until the time I was able to get there right after work), all 6 had been sold, and apparantly, one that had been previously held by deposit was sold to someone over the phone 300 miles away. The sales staff were incredibly nervous, probably never/rarely having to deal with this type of situation. I overheard one customer trying to negotiate with the dealer over the price of a hybrid, without any luck. The cavalier attitude, is "this is what we're going to charge you--take it or leave it--cause we have one hundred people in line right behind you, so stop you're whining or get out of the way". There's already a $4K mark-up on the HCH over the standard Civic Hybrid, so to add another $5K seems just plain ridiculous. But, in this frenzy, people are willing to do just about anything--on both sides.
With carpool stickers running out, I doubt the frenzy will end until the last incentive has run dry.--RJG

We refused to pay markup on our Prius so did what someone in November or so suggested on one of these boards:
Went to toyota.com
put in requests to 28 or so dealers for what we wanted, in Southern Cal, Phoenix and Vegas.
Waited for the emails from the dealerships.
Responded to the emails that we wouldn't pay a dime above MSRP, and wouldn't go on a wait list.
That weeded out all but 4 or so dealerships.
We were really nice to those sales persons!
Sales person called when something close to one of our 3 option package/colors choices arrived on a truck.
When our #2 choice finally came in, I rushed over and paid cash, exactly at MSRP, per written confirmation [even though I was leaving town, literally from the dealership, and couldn't take delivery for another week].
No attempt was made to try tacking on dealer markups [several Prius dealers had insisted that they always add that crap, like rims and floor mats. So I gave them the chance to do MSRP, they refused, we crossed them off our long list. ]
So, shop around, ask if they have an "internet discount" which is MSRP, and get the price confirmed in writing via email or fax, so they are obligated to honor the price, or be liable for "bait and switch,"
and wait for the call that your "truck load" as come in [and then, really, rush over because it is first come first sold, in places that don't take deposits]!
TIP:
Once the call comes, ask the sales person to "pull the keys" for "your car " until you get there.
some dealerships allow sales persons to do this, others don't, but that way another sales person can't sell it from under your contact [which happened to us twice while we were on vacation...]
It was interesting while doing the paper work at the dealership, to hear a couple walk in, who had not done the "internet sales confirmation" get quoted the markup.
And they paid it, not having done their research.
Now, if those HOV stickers would just arrive, since that's the only reason we went with the Prius rather than the 400h, for the 19 months, or whatever, until the HOV Hybrid waiver law expires....
We've already driven to Vegas twice from L.A., out of the three weekends since purchase, and it's just an amazingly gas efficient car that eases the guilt on pleasure trips!

Instead of paying the $5k over MSRP for the HCH Drive the 28 miles from San Jose to Gilroy. I got my 06 HCH for msrp. I waited two months but I feel it was worth it. By the way I love the car. I don't work for Honda but this is my fourth Honda so I am slightly biased.
yes - I completley agree, why are the stickers so ugly??? Such a shame they couldn't just make a small hologram style decal. Especially since when citations are issued for being in the carpool lane without passengers our without a hybrid they are issued by officers who can easily distinguish a hybrid vehicle from a standard vehicle.
You don't have to pay over sticker if you are willing to wait. I have been trying to buy a HCH for two months. I got a call from a local dealership that one had arrived, went down that day and bought it. It's about finding a dealership with people you can trust (I know that sounds odd, but it cam be done).

I just ordered a 2006 Civic Hybrid w/ Navigation from Lompoc Honda. It will take 8-10 weeks to get here from Japan, but I will get the exact car that I want for not a penny over MSRP. Shop around! Don't pay the rediculous 5k mark-up that some dealers are charging, and when you find the one you want get the price in writing! For those that already have their 2006 Civic Hybrid, how do you like it? Thanks!

also, DMV said you don't need a license plate to apply. All you need is the VIN so if you order a car, the dealer gives you the VIN the same day so you can apply for the sticker while the car is in transit. This means if your car takes a month to deliver, you'll probably have the stickers the same day you pick up the car!
also, here's something interesing. When I got my Registration from DMV, they included a note saying they "reserved my "stickers" for my Prius and to send $8 so this is pretty cool too in case you don't get them.

If you follow the thread back, Feb 3rd Peter gave the ARB (800) 242-4450 number and confirmed the stickers are going to 75k. The Mercury News confirmed 75k also.
The burn rate for HOV stickers appears to be around 200 / day, or 6k per month. People who applied 3-4 weeks ago are now receiving numbers ~ 50k, so figure 56k applications have been received, and you could guessimate there's about 95 days left.
One thing NOT to do when mailing your application to DMV is send it certified to make sure it gets there. Anal me thought I was being safe only to find out anything sent certified to the DMV gets rerouted to their Legal department, which then gets lost in the system. DMV won't start a search till at least 5 - 8 weeks after you mailed the application.
Last thing to remember is the stickers expire at the end of 2007 and we're all back in the slo lane, so get that application in proto !
Different DMV offices are inconsistent in telling folks whether or not they need their license plates before applying for the HOV.
But several of us have called and verified that CalTrans plans to issue all 75,000 decals, to answer your question. See above postings in early to mid Feb.
Now, if we all write in to our representatives to request the statute be renewed in 18 months or so when it expires....!!!

can anyone tell me what your average fuel consumption for a honda civic hybrid 2006 model is.
I'm still getting an average fuel consumption of 37mpg. Isn't it weird, it should be at least more than 40?? or is there something wrong with my engine or battery?? I tried not to step on the pedal too much.
im getting 47.5 mpg everytime i go to work which is 40 miles one way, just imagine there's an egg under the accelerator, get the point?
I've heard the first couple tanks on a PRIUS will be lower until the car can adjust to your particular driving style. My first couple tanks of gas averaged 37-42 mpg.
I'm on my 4th or 5th tank of gas now and consistently get 48-52 mpg now.
Not sure if it's the same for the HCH but just remember to "look ahead" and anticpate the stops coming and don't mash down the gas pedal when accelerating.

you dont need plate number to apply for the stickers. As of now i believe theyre in the 55,000 issued, which is 20,000 more to go to end issuing stickers. That means it will last 2 to 3 month to run out of stickers.

I submitted application two weeks ago (because stupid me... although I got my license plate fairly soon... didn't realize that I needed those damn fastrak trasponders before I can apply ---- but I'll be moving down to L.A area anyhow --- sigh, I'm just all kinds of frustrated right now!!!)
I know L.A. area have more stickers dedicated to them... but I cannot wait until I move down to apply for the stickers becaus they may run out! DAMN! DAMN! DAMN!

Just thought I'd add my info to the pool, I found it useful as I did all this:
3.21.06 - after an hour on the phone found a local dealer who had the exact Civic Hybrid I wanted in stock, went and bought the same day
3.22.06 - Walked into Embarcadero Fastrak and switched my transponder to a hybrid one, took 10 minutes and they were really nice.
3.23.06 - Overnighted Fastrak printout of my account (as per lady at the fastrak office), DMV application, $8 check and a very short note essentially thanking them for helping me get my stickers, a little friendliness can go a long ways.
Now I wait and hope. I added my cell number to the letter and mentioned they should call me if there's any questions, so maybe they'll call instead of just rejecting my app and mailing it back if something is out of whack.
I also thought about sending a postal money order in the hopes of expediting the process, but decided to send a check instead since there appears to be a direct correlation between "Check cleared the bank today" and "Received my stickers!" posts =)
P.S. A little quick math based on a post from the 16th and a post on the 20th showing sticker numbers results in an average of about 180 stickers a day going out.
Further simple math suggests, then, that there's about 114 days to go before the stickers are gone, or roughly 3 monhts.
Of course, that's PURELY academic, not a reflection of reality, only my grade-school calculations! LOL
Anyways, my fingers are still crossed, I also sent my app with no license number, I put TEMP (New vehic)

The DMV will continue to issue stickers until it reaches the final 75,000 limit, or pending release of the findings. Drivers who have already received the HOV stickers will be allowed to use the carpool lane until January 1, 2008.

Why does the application require FasTrak? I don't use the bridges when I commute up 17, 85 or 280.

Laura, if you live in any of the Bay Area counties, you have to show the DMV your hybrid's FasTrak receipt - that's just the way it is. See http://www.mtc.ca.gov/services/fastrak/hybrids.htm for the official explanation.

Gotta disagree about the Embarcadero Fastrak employees: I've been in there several times with various issues, and every time I've left impressed with how friendly, helpful and capable they seemed.
I walked in each time expecting to spend at least an hour locked in the normal 3-ring circus that seems to define california governmental interaction with the public, but each time it was quick and easy, and the employees always smiled and were very nice to me.
Sorry you've apparently had a bad experience with them? Personally, it's the only government agency I'm getting any respect for.
So here's my story: went down to Toyota Sunnyvale last week because they said they had 4 2006 Prius' on the lot with the stickers already on. I went and looked, no stickers. Salesman said thay had already applied for stickers and will have them shortly. I asked about FastTrak transponders. He said I would have to apply for them myself. I told him that you had to have transponders before you could order the stickers. He went to talk to one of the managers. Manager says they understand the application procedure and physically picked up the transponders before sending in application. I say great. Looks like they have their act together. Let's make a deal. I have them include getting the stickers as part of the purchase contract. No stickers-no deal.l
I get car home and notice a chip in the windshield. It was hidden underneath one of their big stickers. After some discussion, they say they will replace the windshield at no cost to me. I ask more about the sticker and transponder and am told that I need to get my own transponder as the ones they picked up have been returned, but stickers have been ordered. Now I'm getting concerned. Did they really order the stickers or not? I have asked for copies of the application to confirm they have applied. The saga continues...
Suggest for the $8 fee you don't trust a car dealer. You can try calling the special processing unit and asking them if dealers can apply. Phone number is (916) 657-8035.

Got my Prius yesterday for $1500 over MSRP at Carson Toyota (Los Angeles area). Total out the door was $34,2xx with tax etc. The dealership originally had a $6,000 markup on their Priui. The Honda dealer next door had a $5,000 markup on top of $2,000 worth of bogus options ($900 for fog lights, etc).
Called DMV to see if I could walk in my app and they said yes. After waiting 1:15h in line at the DMV in downtown LA on Hope Street I found out that I was misinformed. Then I was told by a lady at DMV (who herself owned a Prius) that I should wait at least a month before submitting to give the dealership time to send in the paperwork on the VIN. She said that if they receive it and it isn't in the system yet, they will send it back to me (at least this is what happened to her and she's one of them).

Brian, no offense, but after wating in line for over an hour on a completely incorrect piece of info are you really inclined to believe what the DMV tells you?
Riddle me this, DMV lady: If I have to wait a month for the dealership to "process" my VIN number, then what the hell is the temporary registration that's stuck to my window as I drive off the lot in my new car? Let me check: Oh, it's a *DMV* document.
And what happens if I get pulled over a week after I buy the car? Will the CHP officer say "Oh, your car's less than a month old, it's not in our system yet"? Nope, he'll run the VIN and give me a ticket.
There's not much logic to be seen in suggesting that the CHP and DMV are allowing people to drive around for a month in a car that's not registered becausee the dealer hasn't "processed" the paperwork, IMO.
Brian P., I too went to Carson Toyota and they tried to offer me a Prius (package #8) at $6K above sticker. I told them, "no thanks" and walked away. They called me several times afterwards offering to lower the premium, but I told them I wasn't willing to pay anything above sticker. One week later, after a bit of leg work, I purchased a Prius at MSRP from Toyota of Garden Grove. The lesson is obviously too late for you, but people shouldn't have to pay these outrageous premius if they are willing to do a bit of work. PS - I'm still getting calls from the other Toyota dealerships I contacted during my search who are willing to sell me the car at MSRP.
I had the same experience with my 2006 Civic Hybrid. The first few dealers I called all wanted $2k to $5k over list, at which I just laughed and said "Yeah, right." Their reply was "OK, good luck finding one at sticker price."
That pissed me off, so I started calling around that afternoon to other less "conveniently located" dealers. By 4pm the next day I was driving off the lot in my new 2006 Civic Hybrid, exactly the color I wanted, list price not a penny more.

Carson Toyota was asking $3000 over and insisted that there would only be 50,000 HOV passes - when I told them that they already have issued over 50,000 they said I was wrong and that legally the California government passed a law that prevented more than 50,000 being issued? They issisted that the manager knew this to be true and thus I was wrong.

Rae: If you look in the DMV application for clean air vehicle stickers you will see a section on the top line item next to "MODEL" which states the following: OLD STICKER NUMBER (if being replaced). I would venture to guess that you would have to fill the form out as you did before plus add this additional information. Hope this helps.
JM, I got my HCHII at sticker at Mel Rapton Honda in Sacramento. They had two of them, one in silver and one in mag pearl, I got the mag pearl. Both non-nav, both at sticker price. He said they'd had them for about 4 days.
I found that several dealers in Northern California have HCHII's in stock at list price, just none with nav. I couldn't justify waiting 6 to 8 weeks and paying $5k over sticker price for a nav model. There's NO way the nav system is worth a total of $6500 more than the non-nav model. NO way. You can get a really nice aftermarket nav system for way less than $2k and keep at LEAST $3.5k in your pocket.
IMO, paying over sticker price is 100% deal breaker. There's a word for that: Gouging. I'll never want something that badly.
One dealer in SoCal said "I've got a Nav model in mag pearl coming in tomorrow. I can call you one hour before it gets here, it's $5k over sticker, and if you're not here when it rolls off the truck it's gone."

the stickers don't suck, but the DMV sure sucks a big one. i bought my prius on march 12th, sent in my permit app via overnight mail on march 13th (wrote "TEMP" in license plate slot) and got the application returned today. apparently they now all of the sudden require you to have issued plates, thus i have to wait for the DMV to send me plate numbers and then re-apply for the stickers. the incompetence in sacramento never ceases to amaze me.
After waiting over 3 weeks, I finally received my '06 HCH with NAVI. In reading the posts, it takes anywhere from 1-2 weeks or so to obtain the HOV stickers.
Question I have is, do I need to wait until I receive my license plates to apply for the stickers from the DMV? I can't seem to find what my license plate # will be on any of my contract info, but if anyone knows where that info is located please let me know....

did you apply for your transponder BEFORE submitting for your DMV sticker? that's a requirement. I bought my HCHII on 3/12 and went to SF to get the transponder on 3/14. Sent in my sticker application on 3/15. They just cashed my check on 3/28. So I'm waiting for the sticker to arrive. You don't need to have plates in order to apply (which I also happen to get on 3/28 in the mail).

By law the dealer has 20 days after the purchase date to submit the registration papers to the DMV. If your car pool application arrives before the registration is received by the DMV it will be rejected. To make matters worse, as of late the DMV's backlog on registration processing has increased. What I suggest you do is contact your dealership three weeks after you purchased your car and ask to speak with the finance department. There is usually a DMV liason person who handles all the DMV registration submissions. This liason will have access to your license plate number via the DMV's comuter once the registration has been processed. By doing this you can save youself about a month's time of waiting for the plates to physically arrive.

I bought a Prius a months, signed up with Fastrak in SF, and mailed the clean air sticker application with all the required documents, with "Temporary" under license plate.
Three weeks later, DMV returned the application to me, with a note saying that I have to wait until I get the license plates.
Have they changed the rules?

The DMV is so inconsistent, I just saw a prius this morning with the sticker eventhough it doesn't have the license plate. Just another incomptetent government agency.

I'm so glad I found this blog. Bought my 06 HCH 2 weeks ago in Temecula $600 over msrp (no nav). Called CARB (Cal Air Resouce Board) and was told DMV must have license plate number to issue stickers. Like others here I have personally seen a couple of hybrids with the sticker with no license plate yet. I called again and informed them and they just said "uh, you need the license plate sir."
I am sitting here like a dummy waiting for my plate when it appears I could apply without it as many on here have. App is going out tomorrow 4/5/06. I also heard there were 2 DMV's that issue them in person (one in SF and one in LA) but the DMV denies any knowledge of this fact.
I think what it is, is that the license plate must be in the DMV computer for them to issue.
That is the only reason I can think of for seeing cars without plates with stickers.
I have been following this blog for months and have to add my 2 cents here. Just purchased a 2006 HCH last night at San Juan Capistrano Weseloh Honda and the experience couldn't have been any better. I ordered a blue one 2 months ago but got a call from Honda yesterday that a white one had arrived and they wanted to know if I would be willing to give my blue one on order to another buyer who really wants blue. They let me think about it for 2 days. I decided not to risk not getting the stickers and bought the white one last night. They sold it to me at sticker price, as promised 2 months ago, without the $300 markup that happened to all civics last month. They are putting in leather seats for $500 under normal price, threw in the wheel locks and bought my old accord back at a great price. There was never ANY pressure from anyone at the shop and everything was up front from the very beginning. I will continue to go back there for every car we purchase as long as I live in OC. I highly recommend Weseloh Honda. Submitting my app today for the car pool stickers and will begin to play the waiting game. Thanks everyone for all the great information on the blog.
i bought my 2006 prius in feb. I applied for my stickers the day after cause i was told i could by my dealer and the local DMV. They cashed my check on march 10th. well it is now april 6th and i recieved my application back stating that i need a fast track application for san fran.(I live in LA) and i need to have my plates.......what a pile of bull. I applied for stickers the day I bought my car on 3/17/06, I just received a rejection letter saying that I need m License Plate Number. Damn, the myth is true. I guess if you time it right and the DMV has everything entered you may get your stickers prior to the plate, but it's a balancing act and timing.

If you are going to reapply before you receive your plates I recommend that you look at Al D's blog on March 31st. I was originally rejected by the DMV because I didn't have my license plate number. I called the dealer and got the number from them. I re-sent my application on April 3rd and the DMV cashed the check this morning (April 7th). Hopefully I'll get my stickers within a couple of weeks. I'm still waiting for my plates to arrive in the mail.

I purchased my Honda Civic Hybrid back in early december. I got my hov lane sticker in January. The only regret I have is not taking the time to find the civic I truely wanted, one with navigation package due to the fear of being left out of the 50,000 hov lane sticker spot. I am curious if the navigation is truely worth it or aftermarkets can perform just as good. Is a $1,500 8" tablet pc wih software microsoft 2006 streets and trips with gps comparible with stock gps.
Are CA plates required to register for a sticker? I live in SF, but I'm thinking about buying a hybrid out of state. Does anybody think it'll take too long to get CA plates and register for a sticker in time?

Just got my HOV sticker application back, rejected due to "incomplete registration".
Looks like you need your plates before they'll process after all. At least in my case.
So now I have to wait until I get the stupid plates, then re-submit. I hope there's still stickers left by then.
I really hate the DMV, they SUCK. This kind of thing should be doable by just walking into your local DMV, showing your registration card, paying your $8 (cash or check because they're too friggin stupid to figure out how to work a card machine apparently) and walk out with your stickers. This 2 month process is RIDICULOUS.
The DMV needs to be privatized, fire all the make-work beaurocrats that MY tax dollars are paying for, and hire some competent people to get the whole mess figured out. It's embarrasing.

damnit. my application got sent back. the DMV must be very inconsistent, I was told that we could submit without our license plate numbers. my application was returned stating that I needed to supply a copy of my registration card, would that be because I didn't have my license plate number on the application? do i need to give the registration card or just have my plate numbers that I will attempt to get from my dealer as others have done?

Received mine back with "other" instructions checked off to "return with registration card". Now that sucks because that means I have to wait till I get the actual plates and not just the number from the dealership.

Well it seems that the DMV keeps changing the rules as they go along. If I were you I would try to get the plate number from your dealer and submit the application again. At this point you have nothing to loose. The DMV will either accept or reject you application but at least you are doing something other than waiting for the mailman! And according to the DMV you are in for along wait. I called the DMV helpline about 3 weeks ago and they told me that I would have to wait 6-8 weeks from the time of purchase to receive my plates. I then called my dealer, got my plate number and sent in my application. Two weeks later I got my stickers in the mail. I'm glad I didn't wait because I bought my hyrid on March 1st and still no plates.

I agree with Alan D. I'm pretty certain now that there is no set rules in DMV and most staffs have no idea what so ever. I just called DMV yesterday (my 3rd call to the Special Process Unit) and they told me I need to wait 21 more days without giving any reason but today I received the rejected letter. DMV sucks.

Tues March 28: Mailed application for clean air stickers (left the lic # place in the form blank, but put a yellow sticky note next to it saying it was a new car).
Wed March 29: Called dealer to ask if car had been registered yet. It had not; their policy was to wait 10 business days for check to clear, then it would go in the queue for the person who does that. I checked my account, found that the check had cleared on Mon 27th, and called dealer back, explained that time was of the essence and asked if I could fax a copy of the front and back of my cleared check so they could expedite the registration. After a few days of back and forth they agreed, I faxed the copies, and they registered the car electronically that day.
April 7: stickers mailed (date on envelope)
April 10: check cashed by DMV
April 11: received stickers, serial number 556xx
Notes:
-The car lic number must be in the system when DMV enters the VIN on your application. The dealer has to do that. (Though apparently not all DMV employees bother to enter the VIN and check when they see there is no lic number on the app). It doesn't matter if you haven't received the actual plates.
-The envelope containing the stickers was stamped April 7 - if I had not immediately pushed the dealer to register the car right away (and electronically), my application would have been returned because my car wasn't registered. Check your purchase doc, item 1E in standard purchase contract is for electronic registration ($28), which most dealers add in there by default. Make sure they do that and don't use snailmail.
-The date on the envelope shows that DMV did not wait for the check to clear before mailing my stickers. I guess they assume that everyone must have at least $8 in their account. ; )
