BC Canada HOV lane regualtions

Anyone from Canada know of the HOV lane regulations for hybrid cars? I've got an '04 Prius and I'm from Vancouver, BC. I recently heard a rumor about how hybrids,electrics, and FFV's can ride in the local lanes with one occupant. I've searched the web and phoned the highway people, but can't get an answer about whether this is true. Just wondering if anyone here might know.
