Arcing sound when resistence and demand are high.

I drive a 2003 Civic Hybrid and whenever I'm accelerating from 0 uphill, I get an arcing sound. This sound is most prominent if I move the steering wheel. Does anyone know the solution and cost to resolve this issue?

Can you describe the sound more? I'm not sure what an acriing sound is...
