2003 auto stop question

I noticed my 2003 HCH does not auto stop when all my climate controls are in auto posistion and the ECON button is lit when the tempature outside is around or below freezing tempatures. is this normal? if i shut off my climate control knobs it will go into auto stop mode at or around freezing temps

Yes, it is very normal.

Although a bit different (just 10% or so since its for the HCH-2) the following article (and its links) should help explain it all:
