Agree that the Cruze automatic should do better. The Civic HF gets 41mpg with its auto transmission. If it had a manual it would probably get 44 like its predecessor (the HX).
You need to compare apple-to-apples: EPA ratings to EPA ratings. Your 1984 Cavalier is only rated 29 and 26mpg on the highway (there are two different versions of the automatic).

PLUS it's a heck of a lot dirtier. The CruzeEco passes the LEV-2 minimum standard while the Cavalier fails and would be illegal to sell as a new car. Being able to get +10 higher mpg AND be clean at the same time is what makes the CruzeEco impressive and the Cavalier not.
You should do a review of the Civic HF too. It gets MPG almost as good as the CruzeEco but without the hassle of a stickshift. The HF comes with an automatic transmission and still gets those high numbers (41 for the HF versus 38 for the automatic CruzeEco).
VW already produced a smallcar diesel that got 75-85mpg. No not a hybrid... just a very small engine (1.2L with 3 cylinders and 70hp) in a Lupo 3L. Also the Audi A2 3L.

They are now developing a diesel-electric 3-seat version that gets over 240mpg. I never thought of Volkswagen as a cutting-edge company but for the last 10 years they've really pushed diesel technology into higher and higher MPG results.
There are at least two 2012 Chevy Cruze ECO MTs on www.fuelly.com that are reporting > 50 MPG for the life of their vehicles. There are a lot of Cruze ECO MTs in the upper 30s to low 40s.

The EPA estimate of 28/42/33 are based on a "brand new" engine. The Cruze's 1.4 turbo engine improves over the first 10,000 miles on the road. My mixed city/highway MPG has gone from 38 to 44 in the first 6,000 miles of ownership and I expect it to settle down somewhere around 46-47 MPG for mixed city/highway driving. If you're interested in more information about the Cruze from owners, take a look at the forums at www.cruzetalk.com.

There appears to be a real world ~4 MPG difference between the Cruze ECO MT and the Cruze ECO Automatic and then another ~4 MPG drop to the other Cruze trims.
