I applaud the goals of this legislation.

With the prohibition on importing coal generated electricity as part of the legislation, it has the peculiar effect of encouraging out of state nuclear power generation for importation to California.

Since new nuclear generation is prohibited in California and I am a strong proponent of nuclear power, I agree with this idea, but I don't think that was the intent of the authors.

This is a great way to get business involved. Of all the greenhouse reduction efforts, the only reduction effort that I've seen the commercial sector support is with a credit system. Savvy businesses will build "energy teams" to evaluate projects that reduce emmissions. Whether it's retrofitting light bulbs with compact fluorescents, turning their rooftops into gardens or rebuilding entire processes such as manufacturing and distribution, they will find they can MAKE MONEY reducing emissions.

The company I work for is already doing this without the credit system. Since it is an international company, the Kyoto treaty has to be met in the US by proxy as their products and operations are global. Products and services are being developed to meet the global demand for cleaner energy.

I only hope the public can see through the headlines that will be coming in the near future from industry claiming massive job loss in California due to the initiative. Some companies will struggle and have to buy credits certainly, but new businesses offering help in the way of services and products to reduce emissions will thrive creating new, sustainable jobs.
